I got perfect length (Looker03) by taking 5mm off of what I measured as flaccid state. -> Would go for 95mm.
But then again, this opinion is based on just one user review (myself).

Yeah, I did exactly that (95mm) with a steelworxx device before and it is still a bit too long. It's not terrible - I've had way worse - but wondering if I should go more like 85mm or even 75mm or if that would be too much in the other direction.

Really nice. And believe it or not: I have a Looker 03 with exactly the same modification in two different versions. One is closed as yours is, the other is completely open but with 12 bars instead of the usual 8.

I hate waiting so long for stuff like this. Usually when I have to wait months for something, I no longer need it by the time it arrives. I just changed my Jailbird order to reduce the size of the main ring and bought a spare ring that is just a little smaller. I had to pay $20 to resize the original ring I ordered since the Jailbird is almost ready to ship. I was going to wait to see how the original ring size worked out but then found out that I would have to return the entire Jailbird if I later decided that I wanted another ring. I want to avoid the back and forth that so many tell about but I still may end up doing it for gap size or something.

To tell the truth, my Holy Trainer is working out beautifully for me. Only issue is that it is not short enough for me.

95mm seems tremendously long - that's about 3.5 inches. Mature metal suggests measuring inside the cage, and not including the gap or base ring. Is your 95mm including the gap and base ring?
