Hey there!

I found a business in Australia that sold plastic bushes and spacers in a myriad of sizes!

I ordered some with an inner diameter pretty much the same as the diameter of the locking pin.

By cutting it to the size of the gap left between the padlock hasp and the housing on the locking ring I was able to eliminate pretty much all play.

I also filed down one edge of the end of the locking pin. It is pretty much a clevis pin that has a round 'head', like that on a nail. By filing one edge square I was able to get it to sit on top of the bracket of the cage that engages with the base ring.

Couple that with the spacer, which effectively pulled the square edge of the locking pin on top of the bracket and held it in place, and..... voila!!!! All play eliminated!

Thanks for all the answers. I'm seriously considering a device from dhgate, and everyone's responses have been very helpful. I do wish I could afford a MM device, but until that time comes, dhgate seems like a viable option.
