Yep, none of those options are there for me. Perhaps there's some kind of lock on my account because it's brand new? I don't think that should be the case though, because at the bottom of the forum page, it reads

Thank you for the response, there is no sign though! There is a red banner which has a link to the rules topic... but i've read through it all and didn't see i had to do anything to confirm that i read or anything like that... there's just no button to press or any link
