PM not sending

Im trying to send messages but it just stays in my outbox... Any ideas?

Unlike emails, PMs sit in the outbox until the recipient logs in and collects them.

Please note that new users (i.e., those with under 3 posts) do not have PM enabled.

It might be best to find the user's email address and go with that.
