I'd be interested to see his follow through (or lack there of) on wearing the cage on his own and giving you the key.

Within the rules, compliance shouldn't be a problem. If I'm leaving the house and he hasn't given me a key then he's noncompliant. And I grab him through his pants every few days to make sure the device is actually in place. Now, if he starts lagging and not bringing me the key, then I'll have to give him a stern talk and see if he's serious about me being his keyholder or not. But so far (and literally, that's only four times) he's been fine.
