I think it partly depends on how much stimulation you are getting, how often and how long you are at [at least] some level of arousal. It doesn't have to be physical stimulation, it can be just mental. The more often,and the longer, you are at least partly aroused, the more likely it is that you will leak preseminal fluid and/or semen.
