I would really worry about hygiene. This does not seem all that safe. Perhaps a ring made for this purpose that attaches outside the cage to the padlock would work, but I am unsure what you are attaching the padlock to to keep you chaste.

You should be fine. A penis will change size throughout the day anyway, so as long as it is touching when flaccid most of the time I wouldn't go to the expense.
