It also occurs to me that a simple solution might be putting a rubber 0-ring around both balls after sliding through the band of the Dickcage. Packing both balls together would seem to make it more difficult for one ball to sneak out through the gap between the band and the tube.

Some folks have modified their silicone belts with silicone caulking.

For the Dickcage, a thick bead from side to side on the outside of the bottom half of the tube might help to close the gap.

I'm not sure how well such a bead would hold up, but in theory it has a chance of working.
