I have an HT2 and battled the same. I would be OK for a few weeks and the the burn would return. I took it to mean the the ring was travelling, like a shoe heel blisters the foot, the friction of the rub causes the irritation. No amount of lube or ointment will help.
I had a 45 HT2 ring and used that as an idea for my Steelworxx Looker, I went for a 44mm A ring and have not had the slightest irritation. Incidentally, the 45mm of the HT seems like an arbitrary number as there is no circle diameter to measure, presumably it is another measure. There is a lot more room in the HT than the Looker at only 1 mm less..

If it's a come-and-go thing, consider shaving/trimming the hair on the underside of your scrotum. I trim with clippers to about 1/8 inch (~3mm). When it grows out beyond 1/2 inch (~13mm), there is increased hair pulling, friction, and overall discomfort. The pulled hairs irritate the skin and cause me to lotion up more frequently throughout the day. Unfortunately, I only get to trim when I'm out, which is only every 2-3 weeks, so I have to battle the hair growth issue every cycle.

I have just recently purchased an HTv2s (45mm ring) and have been trying small periods of use to see if it would be good to replace my CB6Ks (1.75" ring). When I first got the CB6Ks it was awkard to put on and a little uncomfortable so when I experienced the same with the HTv2s I figured that it would take a bit of wearing myself in with the new device.

After a couple of wears though I am still getting pain around the ring and I think it is also related to bunched up skin. My ball sack is reasonably large and the gap between the tube and the 45mm ring seems small so it appears to be bunching/pinching in spots. would a larger ring (50mm) create a larger gap between the tub and the ring for more room?

It took me awhile to get used to the CB6Ks but i now find it really easy to get on and really comfortable.

I just removed my HT today because it was putting pressure on my balls that was making me sweat and nauseous. :)
I'm thinking perhaps the CB-6000 is a better choice for me.

I've had an HT3 for about two weeks now. I'm slowly trying to work up to longterm use. I've had the same pinching/burning issue under the scrotum that other people have talked about. I was unable to wear the cb6000 because it resulted in quite intense pain from all the pulling on the scrotum, esp. during the night. I can get through the entire day with the HT3 pretty well, it just needs adjusting and lube added from time to time. But I'm not ready to start going through the night with it yet. I have a 45 ring, and am thinking of downsizing to the 40.

I had this problem long ago, before I got the sizing right on my Mature Metal Jail Bird. It turned out that the gap between the cage and the base ring was too small. increasing the gap by just 1/16" completely solved the problem. Ever since I have been able to wear the JB for weeks at a time in complete comfort.

I have had occasional issues that you have described. Usually just a stretching of my ball sac fixes it as you have said. The most discomfort I have is when I sit for an extended period of time. Now we have to remember, my Wife tells me, part of chastity revolves around the discomfort of being locked.
